How it works: Prime Minister Trudeau announced $9 billion in measures to support students including: a plan to create 76,000 student jobs, the Emergency Student Benefit to help students who cannot find jobs due to COVID-19 and funding to support students doing COVID-related volunteer work. These measures are in addition to the additional Canada Summer Jobs funding, as well as Canada Student Loans payment deferrals. Implementation of the three mechanisms will require legislation.
Student Job Creation: Government intends to create 76,000 student jobs in those sectors needing help right now, and in sectors in the frontline of COVID-19. These jobs are in addition to jobs under the Canada Summer Jobs.
Canada Student Service Grant: A support between $1,000 and $5,000 for students who volunteer on COVID-19 related initiatives.
Canada Emergency Student Benefit: Benefit of $1,250 per month; those who have a disability or are taking care of a dependent to receive $1,750.
- Intended to help students who have not found employment, or whose hours have been affected.
- Benefit to be retroactive to May 1, 2020.
- Eligible to all student who don’t have jobs or are earning less than $1,000 a month.
- All students who are either currently in school, will be starting school in September, or have graduated since December 2019.
Indigenous and Metis Supports: $75 million to specifically increase support for First Nations, Inuit, and Metis Nation students.
Student Grants & Scholarships: Investing more than $291 million to extend scholarships, fellowships, and grants for three or four months.
Doubling the student grants that the government gives out for the 2020-21 school year.

How it works: A taxable benefit that will provide $2,000 a month for up to four months for workers who lose their income as a result of the COVID-19 pandemic. The CERB is a simpler and more accessible combination of the previously announced Emergency Care Benefit and Emergency Support Benefit. The benefit would enable companies to furlough employees, who would be paid via the CERB during the COVID crisis.

● workers who must stop working due to COVID19 and do not have access to paid leave or other income support.
● workers who are sick, quarantined or taking care of someone who is sick with COVID-19.
● working parents who must stay home without pay to care for children that are sick or need additional care because of school and daycare closures.
● workers who still have their employment but are not being paid because there is currently not sufficient work and their employer has asked them not to come to work.
● wage earners and self-employed individuals, including contract workers, who would not otherwise be eligible for Employment Insurance

The Benefit is also available to workers who, after March 15, are eligible for Employment Insurance regular or sickness benefits.
Funding: A taxable benefit of $2,000 a month for up to 4 months.
Effective Date & Length: Accessible as of early April 6th. Canadians would begin to receive their CERB payments within 10 days of application. The CERB would be paid every four weeks and be available from March 15, 2020, until October 3, 2020.
How it works: A tax-free quarterly payment that helps individuals and families with low and modest incomes offset all or part of the GST or HST that they pay.
Department: Canada Revenue Agency
Applicability: There is no need to apply for this payment. If you are eligible, you will get it automatically.
Funding: Close to $400 for single individuals and close to $600 for couples.
Effective Date & Length: Delivered in early May.
How it works: An extra $300 per child through the Canada Child Benefit (CCB) for 2019-20. This will mean approximately $550 more for the average family.

Applicability: Individuals who are primarily responsible for the care and upbringing of a child. Those who already receive the Canada Child Benefit do not need to re-apply.
Funding: An additional $300 per child.
Effective Date & Length: Will be delivered as part of the scheduled CCB payment in May.
How it works: The Ontario government is providing frontline staff with a temporary pandemic pay increase in recognition of their dedication, long hours and increased risk in working to contain the COVID-19 pandemic. Frontline employees will receive a top up of four dollars an hour to their existing hourly wage (regardless of the qualified employee’s hourly wage). In addition, there will be a $250 lump sum payment per month for all employees who work over 100 hours per month.
Applicability: Eligible employees provide frontline clinical services and those that provide support services like cleaning and meal preparation. They work in long-term care homes, retirement homes, emergency shelters, supportive housing, social services congregate care settings, corrections institutions and youth justice facilities, those providing home and community care, some staff in hospitals and paramedics.

Funding Available: Eligible employees working an average of 40 hours per week will receive $3,560 in additional compensation through this program.
Effective Date & Length: The program will be in effect for 16 weeks, from April 24, 2020 until August 13, 2020.
How it works: A 45-day suspension of time-of-use (TOU) electricity rates. This will hold electricity prices to the off-peak rate of 10.1 cents-per-kilowatt-hour, 24 hours per day, seven days a week to all time-of-use customers. Customers will see rate reductions of over 50 percent compared to on-peak rates.
Applicability: Applies to all time-of-use customers, approximately five million residential consumers, farms and some small businesses. Seasonal customers and those paying tiered rates will not see their rates change.
The discount will be applied automatically to electricity bills without the need for customers to fill out an application form.
Effective Dates: March 24th until May 8th (45-day suspension). Depending on billing cycles, some customers will see these changes on their next electricity bill. TOU customers whose billing cycle ended before their local distribution company implemented this change will receive the reduced rate as a credit on a future bill.
Liquidity Relief: Based on this change the government estimates average households stand to save more than $20 per month.
While the eventual cost to the Treasury depends on actual energy consumption, the estimated cost is $171 million.
How it works: Offers families direct financial support while Ontario schools and child care centres are closed as a result of the COVID‑19 outbreak. Will provide funding to allow parents to purchase additional resources for kids to use during distance learning.
Families can apply online for this financial support at Ontario’s Support for Families. Parents who are already receiving Support for Parents payments by direct deposit will be automatically enrolled into this new financial support program and do not need to submit a new application.
Applicability: All children up to 12 years of age and special needs children including those enrolled in private schools. Health care or front-line workers using an emergency, 24-hour child care centres are still eligible.
Funding Available: $200 per child up to 12 years of age; $250 for children with special needs (21 years and younger), only one parent can apply for each child. Total: 340 million.
Effective Date: One-time payment, available starting April 6, 2020.
How it works: Support for low-income seniors by doubling the Guaranteed Annual Income System (GAINS) maximum payment to $166 per month for individuals and $332 per month for couples.
Applicability: 194,000 low-income seniors who receive GAINS payment.
Funding Available: $75 million.
Effective Date: Starting in April 2020 for six months.
How it works: Provide financial support to people facing economic hardship and help people pay for their basic needs including food and rent.
Applicability: Expanded eligibility.
Funding Available: $52 million.
How it works: Direct support to families for their energy bills (electricity and natural gas services) to ensure their services are not disconnected for nonpayment during the COVID-19 outbreak.

Funding Available: $9 million.
